When watching Brexit unfold it’s hard not to draw the conclusion that the House of Commons is a little out of control. As much as the Speaker might try to reign them in, MPs continue to shout, argue and jeer. We explain why the House of Commons is like this and also some history behind the unusual parliamentary behavior.

    In a Parliamentary multiparty system it looks more lively, than the US two party system where candidates are chosen in primaries, and tend to be extreme.

    Simple – the politicians in the House of commons are only there so long as they are perceived to be "delivering". That means they need to be seen to be doing something. The easiest way to do that is to be loud and boorish in the House of Commons. that house is aptly named. The House of Peers know that they need to be respectful of their fellow Peers who will be there tomorrow, and the next day, and the next day after that, and some peers have enough clout to make things difficult for a disrespectful lower ranked peer.

    I spent over 25 years teaching secondary pupils. I really cannot envision the consequences had those students had behaved in the manner so beloved of politicians in the Commons. Consider that the students I helped to educate were not privileged in any way; they were part of the mass of Comprehensive kids and they could not believe the unruly behaviour of so many adults, the lack of respect, the bullying. I loved those kids. I wish I could say the same for the inmates of Westminster Zoo.

    I remember that I got the opportunity to talk to an MP once about their job and I asked how they would give an abstain vote (neither yay nor no) and he said there were 2 options.

    The first was to not enter either lobby and you will be counted as absent (and therefore abstaining) but this could come across as bad to the constituents of they look at their voting records. The second (one that apparently the speaker doesn't like) is to enter both lobbies and get counted twice. This is also known as a positive abstention and so their presence is noted and they don't end up siding with either one.

    I thought this was interesting as its important but not talked about enough.

    The ban against clapping also in play in The Netherlands. Here, people start banging/tapping their desks as a show of support. It happens much less often than it does in the UK, though.
