COPY PASTE_LONDON, June 15 (Reuters) – Boris Johnson deliberately misled the British parliament in an unprecedented way over rule-breaking parties at his office during COVID-19 lockdowns, a committee said on Thursday in a damning verdict that further tarnished the former prime minister
Almost a year ago, Johnson was talking about remaining prime minister into the 2030s. But the privileges committee – the main disciplinary body for lawmakers – said on Thursday he should now be stripped of having automatic access to parliament.
The committee also accused Johnson of being "complicit in a campaign of abuse and attempted intimidation" towards them.
In typically combative style Johnson, who in 2019 led the Conservatives to a landslide election victory, dismissed the report as "a lie" and "a charade", and accused committee members of waging a vendetta against him.
The stand-off will do little to heal the deep divisions in the Conservatives and can only pile pressure on Prime Minister Rishi Sunak, whose push to try to boost Britain's flagging economy is being overshadowed by the ongoing Johnson drama.
The more than 100-page report detailed six events held at Downing Street, the prime minister's offices and residence.
"We conclude that in deliberately misleading the House Mr Johnson committed a serious contempt," the committee said:
"The contempt was all the more serious because it was committed by the prime minister, the most senior member of the government. There is no precedent for a prime minister having been found to have deliberately misled the House (of Commons, lower house of parliament)."
It recommended that he should not be entitled to a former member's pass, which enables most former prime ministers and lawmakers to gain automatic access to parliament. Parliament will consider the committee's recommendation on Monday.
Asked about the report's conclusions, a spokesman for Sunak said the prime minister had not as yet read it but he believed the committee had carried out the inquiry properly and "that it would not be right to traduce or criticise the work" of it.
The committee, made up of four Conservatives and three opposition lawmakers, rejected Johnson's defence that the gatherings were within the rules and that his advisers had supported his belief that was the case.
Instead, it said, Johnson was "deliberately disingenuous when he tried to reinterpret his statements to the House to avoid their plain meaning and reframe the clear impression that he intended to give".
It said that were Johnson still a member of parliament, it would have recommended a suspension from the House of Commons for 90 days.
"DAMNING"
Johnson resigned from parliament last week after seeing an advance copy of the report, calling the inquiry a "witch hunt", a criticism he made again after its publication.
"I believed, correctly, that these events were reasonably necessary for work purposes. We were managing a pandemic," he said in a statement.
He said the report marked a "dreadful day" for members of parliament (MPs) and for democracy. "This decision means that no MP is free from vendetta, or expulsion on trumped up charges by a tiny minority who want to see him or her gone from the Commons," he said.
He accused the committee of using mystical powers to see things that he had not seen at Downing Street, when, he said, he was duty bound to thank staff who were departing or for their work on COVID-19. The committee did not accept his defence.
The Labour Party said the report was "damning".
"While Rishi Sunak is distracted with the ongoing Tory soap opera people are crying out for leadership on the issues that matter to them," said Thangam Debbonaire, a member of Labour's top team.
A former Johnson aide said the report did little more than confirm his "semi-retirement" from where he would still exert "huge influence" over the Conservative Party.
Johnson has apologised for his conduct but repeatedly denied deliberately misleading parliament, saying he took advice from his aides that his office were following the rules.
But so-called Partygate spelt the beginning of the end for his tenure as prime minister. A rebellion in the Conservative Party last year, when ministers resigned en masse, forced him in July to say he would step down. He left office in September.
He resigned from parliament last week, ending his time as a so-called backbench lawmaker who continued to wield significant influence within the Conservatives that at times undermined Sunak's authority.
They have also rowed this week over the former prime minister's resignation honours list.

LONDON, June 15 (Reuters) – Britain's Boris Johnson should be excluded from parliament for deliberately misleading lawmakers over rule-breaking COVID lockdown parties at his office, a committee said on Thursday in a damning report the former leader described as "rubbish".
Below is a timeline of the events surrounding what has been dubbed "partygate" by the media.
2021
Nov. 30 – The Mirror newspaper reports Christmas parties took place in government offices, including Johnson's No. 10 Downing Street, in December 2020, when such gatherings were banned.
Dec. 1 – Johnson, asked about a December 2020 party, tells parliament: "All guidance was followed completely in No. 10."
Dec. 7 – ITV News publishes a leaked video showing Johnson's staff joking during a mock news conference over how to explain a gathering in Downing Street.
Dec. 8 – Johnson tells parliament: "I have been repeatedly assured since these allegations emerged that there was no party and that no COVID rules were broken."
Dec. 9 – The government launches an inquiry into the alleged gatherings.
2022
Jan. 10 – ITV publishes an email sent by Johnson's top aide to more than 100 Downing Street employees in May 2020, inviting them to "socially distanced drinks in the No. 10 garden … and bring your own booze!"
Jan. 12 – Johnson tells parliament he attended a gathering on May 20, 2020 in the Downing Street garden and apologises, saying he believed "implicitly that this was a work event".
Jan. 14 – Johnson's office apologises to Queen Elizabeth after it emerged staff partied late into the night on the eve of her husband Prince Philip's funeral in April 2021, when mixing indoors was banned.
Jan. 31 – Senior civil servant Sue Gray, who is leading the government's inquiry, publishes interim findings which point to "serious failures of leadership" and condemn the behaviour.
April 12 – Police issue an initial 50 fines over the gatherings, including to Johnson, his wife Carrie, and then finance minister Rishi Sunak. Johnson rejects calls to resign.
April 19 – Johnson apologises to parliament and says he had not deliberately misled them.

Jan. 11 – ITV reports in a podcast that Johnson joked to staff "this is the most un-socially distanced party in the UK right now", during a boozy No. 10 leaving do.
Feb. 3 – Johnson says in interview "anybody who thinks I was knowingly going to parties that were breaking lockdown rules in No. 10, and then knowingly covering up parties that were illicit that other people were going to … they're out of their mind."
March 3 – Privileges Committee says evidence it has so far "strongly suggests that breaches of guidance would have been obvious" to Johnson at the time he was at the gatherings.
March 22 – In a combative public hearing, Johnson tells the committee that "hand on heart" he did not lie to parliament.
May 23 – The Cabinet Office says Johnson has been referred to police over further potential breaches of lockdown rules, which he denies
June 9 – Johnson resigns from parliament after receiving details of the upcoming report from the committee. He calls the investigation a witch hunt.
June 15 – The report is published. It says Johnson intentionally mislead parliament on several occasions and recommends he be denied automatic access to parliament usually granted to former lawmakers.

Boris Johnson is finally getting his comeuppance. Today’s Partygate inquiry report is expected to finish off whatever’s left of his floundering political career. The Covid inquiry offers more days of reckoning ahead. The inquiry’s lead lawyer revealed this week that Boris’ no-deal Brexit threat “crowded out” work needed to prepare for a pandemic, sucking up Whitehall’s emergency planning resources. Michael Barnier, the former EU negotiator, was also scathing about Johnson’s Brexit legacy. Barnier said Boris was to blame for two “lost” years of protocol shenanigans because he had no “respect” for his own Brexit agreement. Meanwhile, current EU negotiator Maros Sefcovic said Boris’s trade deal could not be renewed until 2026, a year later than previously thought. Sefcovic also warned there would be no wholesale changes. So it looks like Keir Starmer, if he wins the election, will be lumbered with Johnson’s mess.

It’s really quite depressing to watch these people battle with one another while spouting abhorrent, illegal and – perhaps worst of all – foolishly impractical legislation as they utterly ignore the actual problems of the day in favour of self-interested populist politics.
Democracies can be highly introverted, even self-absorbed, until reality comes crashing in – see the US before Pearl Harbour – and we as citizens or subjects absolutely contribute to this when we fail to be politically active. But to see people who are supposed to be statesmen and women actively promoting this style of behaviour…
… one day the world is going to come crashing down hard on them. I just hope it doesn’t crash in on the rest of us as well.
