Well you remove all funds from rural regions and punish businesses for being there and it will happen

Profit comes from sales and yield.
You need to work in 3D space, not 2D space.
Especially where 'travel time and fuel/energy' and 'yield vs area' is intimately related.
It is not possible for humans to exploit the concept of height/depth, but tools and drones can.
    And drones need coordinated communications.
That does not eliminate the need for organic material and environmental expertise, especially where climate timing and or emulation is concerned.
Shaping/engineering the environment can not only permit (permanent/temporary) artificial environments, but also the energy needed to enable it.

The average farmer is as thick as mince and has depended on subsidies for years so productivity isn't a requirement or even actively deterred. Remember the Blair government 'countryside stewardship' philosophy because it is cheaper to import everything..until it isn't.

    For start.. what is rural?
Then what % of UK population lives in rural areas ?
What % of business located in rural areas ?

What is the productivity at Westminster ? What is the productivity in local councils ? We will never know

The farming industry is regulated to the point of paralysis its no wonder they are struggling.

Watch as Will Kensington expresses concern about the state of the UK, arguing that Downing Street is no longer a place of power but has instead become Britain’s most expensive Airbnb.

This comes as Andy Burnham is set to become the UK’s seventh Prime Minister in a decade, with seemingly no one challenging the “King of the North” for the country’s top job.
