Telle est l’accusation, en creux, qui traverse un rapport, publié mercredi 29 mars, par un regroupement d’ONG et de syndicats. On trouve parmi eux la Fédération internationale des droits de l’homme (FIDH), la CGT, l’Association France Palestine Solidarité ou encore CCFD-Terre Solidaire.Ce rapport met en lumière le rôle des banques israéliennes dans le financement des colonies, de la construction de logements au développement des infrastructures. Or ces banques entretiennent des relations et des partenariats avec leurs homologues françaises, qui sont placées devant leurs responsabilités par les auteurs du rapport, en regard du droit international. La colonisation est en effet condamnée de façon constante, comme l’a illustré, le 23 décembre 2016, l’adoption de la résolution 2334 au Conseil de sécurité de l’Organisation des Nations unies.LA SUITE APRÈS CETTE PUBLICITÉLe rapport s’appuie sur les analyses effectuées par le cabinet de conseil néerlandais Profundo, entre mars et juin 2016, sur la base de données publiques. Les grands groupes financiers français (BNP Paribas, Crédit agricole, Société générale, BPCE, Axa) ont des participations minoritaires, directes ou indirectes, dans le capital des banques et des entreprises israéliennes actives en Cisjordanie.« Un devoir de vigilance accru »Il s’agit, par exemple, de Bank Hapoalim, Bank Leumi ou First International Bank of Israel, qui ont, parfois, des agences dans les colonies mêmes ou bien des opérateurs de télécoms Bezeq, Partner et Cellcom, qui fournissent leurs services aux quelque 400 000 colons vivant en Cisjordanie.Les banques françaises sont fermement invitées à « un devoir de vigilance accru » et à se retirer,conformément aux principes directeurs – non contraignants – des Nations unies et de l’Organisation de coopération et de développement économiques. En poursuivant leurs activités, elles « contribuent à perpétuer une situation qui porte atteinte au droit à l’autodétermination et aux droits fondamentaux de la population civile palestinienne, notamment par l’exploitation des ressources naturelles, la destruction des biens privés et de l’aide humanitaire, le déplacement forcé de civils et les restrictions de mouvement et d’accès aux besoins et services essentiels ».Sur ce sujet éminemment sensible, plusieurs institutions financières ont réagi avec circonspection à l’interpellation des ONG. « Le cas que vous soulevez a été étudié avec attention par les membres des équipes impliquées dans les décisions relatives à la politique d’investissement responsable. Elles en ont conclu que les entreprises citées ne rentraient pas dans le cadre des exclusions de notre politique d’investissement responsable », a répondu Axa à l’Association France Palestine.L’Etat, accusé de « silence »Un courrier du Crédit agricole souligne que sa filiale de gestion d’actifs Amundi, qui « a mis en place des règles d’exclusion et de sélection stricte des émetteurs »,« a considéré que le secteur bancaire israélien n’intervenait pas dans la colonisation des territoires palestiniens ». Au Monde, le groupe Amundi a précisé avoir « décidé d’exclure les sociétés directement impliquées dans la construction ou le maintien des colonies », mais ajoute qu’il ne lui paraît « pas opportun d’exclure des compagnies ayant un lien moins direct avec les constructions des colonies (…). Il en est ainsi des établissements financiers ».Le département responsabilité sociétale des entreprises de la Société générale a, lui, précisé que la banque « n’a pas de participation pour compte propre dans des entités du secteur bancaire israélien », avant d’ajouter que « le groupe offre par ailleurs des fonds (titres détenus par nos clients), dont certains peuvent inclure, pour de faibles expositions, des titres israéliens ». L’Etat, accusé de « silence », est également interpellé.LA SUITE APRÈS CETTE PUBLICITÉ« Obligations »« Au regard des obligations de droit international de protéger, respecter et mettre en œuvre les droits de l’homme, [la France] est tenu[e] d’exiger le respect des droits humains par les entreprises et les banques dont les sièges sociaux sont situés [dans l’Hexagone] », souligne le rapport. L’Etat est aussi actionnaire à 20 % d’Alstom, qui doit prendre en charge l’extension du tramway traversant des quartiers de Jérusalem-Est.Le rapport constate également que les quatre premières banques françaises – BNP Paribas, Société générale, LCL (filiale du groupe Crédit agricole) et Natixis (filiale du groupe BPCE) –, rassemblées dans un consortium, ont accordé « des prêts d’un montant total de 288 millions d’euros sur la période 2004-2020 à l’entreprise publique israélienne Israel Electric Corporation (IEC), pour un projet d’extension de deux centrales électriques au gaz, alors même que l’IEC approvisionne en électricité l’ensemble des colonies illégales en Cisjordanie occupée ». Le rapport demande à ce que le prêt ne soit pas renouvelé, à échéance.La question de la responsabilité des entreprises et des banques occidentales dans le développement des colonies se pose depuis des années. En 2016, l’opérateur télécoms français Orange a mis un terme à sa collaboration avec l’entreprise israélienne Partner, à laquelle il avait cédé l’usage de sa marque, après une vive polémique. Le gouvernement israélien avait considéré comme un appel au boycottage les propos du PDG, Stéphane Richard, en juin 2015, souhaitant rompre au plus vite ce partenariat.Des institutions financières déjà désengagéesPlusieurs institutions financières étrangères ont déjà cessé leurs investissements dans des banques et des entreprises israéliennes impliquées dans la colonisation. Selon le rapport publié par un groupement d’ONG et de syndicats, le fonds de pension néerlandais PGGM a, en décembre 2013, exclu cinq banques israéliennes (Hapoalim, Leumi, First International Bank of Israel, Israel Discount Bank et Mizrahi Tefahot Bank) de sa liste d’investissements. En 2014, le fonds de pension luxembourgeois FDC s’est également désinvesti de ces cinq banques. La danoise Danske Bank ainsi que l’allemand Deutsche Bank Ethical Fund ont placé Hapoalim Bank « sur une liste noire ».

    The direct targeting of civilians is in breach of the international laws of war as stipulated in the fourth Geneva Convention (Part II). So, the Israeli government is guilty of war-crimes.

    At least there is one thing you can rely on BBC news for – unfortunately for us and for Gazans that thing is Israeli bias.

    Tell the truth BBC – how many new deaths have occurred since the ceasefire ended, and on which side? Report the news – we want to know!

    If they do open up the ports and boarders, Hamas will use them to more easily attain weapons and more freely use them on Israel. I'm sorry if you think the civilians will gain from this but you are sadly mistaken. Hamas will just take control over it like they did all of Gaza and the world, especially the civilians of Gaza will be in even more trouble.

    Dear BBC, I'd like to get some explanation on numbers provided by media. After one month of fights 420 children dead (50% of gaza population), 230 women (25%?). I'd expect amount of men civilian men to be around 300, but not 1300 as it published. Is it possible that those extra 1000 are militants killed "on duty"?
     Somehow media also fail to mention that in non-war situation somewhat 440-450 people die in gaza every month  of native causes.
     Adding to that minor fact that about 10-15% of hamas misfired rockets fall within densely populated gaza (without preparing phone call) …
    Not sure what to make out of it.

    In new outburst of  BBCs daily   Pallywoodic ecstasy,  reporter Orla  Guerin rocketed yesterday the  brains of all sane  people with notorious lie that "Gaza rockets do not kill people" Its very sad that seeing the way BBC is systematically  distorting facts and after that keeps repeating them from dozens of different mouths, nothing beside Goebels  famous  quote “If you tell a lie big enough and keep repeating it, people will eventually come to believe it" can be said. The BBC propaganda machinery went so deep in both demonizing Israel and in Pallywoodic brainwashing of people, that in many aspects its objectivity fall bellow the objectivity of different Islamic terrorist medias from Middle East.

    I could not disagree more with the interpretation of this reporter. "There is a clear gap between those sides". No there isn't. It's really quite simple. Hamas agrees to disarm, the siege is lifted. If Hamas doesn't agree, which clearly means that they want to continue importing weapons to shoot at Israeli citizens, Israel can't lift the blockade, and can't open the borders. No gap, agree to disarm, there will be no blockade. I don't get why it's so complicated… unless… Hamas has ulterior motives! They want to make the world THINK that they just want the blockade lifted for humanitarian reasons, and then BOOM. The real attack can begin. Anybody else got a better explanation? I just don't get it.

    Israel`s support is dwindling more and more due it`s inability to compromise. If the status quo is maintained and Israel remains intransigent, public opinion will force the few allies Israel has left to impose sanctions.
    What a sad and sorry outcome for what was once an open and free Democracy, respected worldwide.
    Their contempt  for international law is only matched by the USA, and the lack of concern Tel Aviv has for Jews living in the rest of the world, who are now being subject to anti Israeli/semitic attacks is astonishing.
    Even when Ukrainian Swastika wearing self proclaimed Nazis were killing Jews in and around Kiev, Netanyahu remained silent, faithful to his American backers, willing to avert his gaze and disgrace his counrty and religion.

    The ceasefire was set until 8:00 am. First shells were fired at 4:00 am by Hamas with no Israeli response. At 8:00 am the Palestinians resumed its shelling and after 25 more shells and only after 2.5 Hrs. at 10:30 IDF started to respond. 
    Before that Israel has declared that it is interested to continue with the ceasefire.
    The Palestinians declared that they are interested to continue the talks during the continuation of war. Israel is reluctant to continue talks during this attacks. 
    There is only a partial blockade on Gaza. Israel is reluctant to fully open the blockade so Hamas will not be able to continue entering Gaza more ammunition and build its military forth and is interesting in weapon free zone (as the agreements signed long time ago).

US hits ‘dozens’ of Iranian sites in strikes, as Iran targets US bases in region | BBC News

The US said it has hit “dozens” of Iranian military targets in overnight attacks, in response to Iran hitting commercial ships in the Strait of Hormuz.

The military said it struck “air-defense systems, coastal radar sites, missile and drone capabilities, and small boats”, using aircraft, ships, and drones – including “one-way attack sea drones for the first time”.

“The Strait of Hormuz is a vital maritime corridor for global trade,” the US military said. “Iran does not control it”.

In response, Iran said it targeted US bases in Jordan, Bahrain, and Kuwait and also radar systems in Oman.

Trump demands 20% toll on cargos passing through strait of Hormuz | BBC News

President Donald Trump has said the US is reinstating a naval blockade of Iranian ports and will impose a 20% charge on all cargo shipped through the Strait of Hormuz following days of escalating strikes between the two countries.

He said this would stop “Iran’s ships or customers” from entering or leaving the key oil shipping route, but “all other countries will have fair and open use of the Strait”.

Iran’s foreign minister later said whoever provides safe passage “should be compensated for this service”, but Iran would remain the strait’s “GUARDIAN” – using Trump’s word.

Tehran and Washington clashed over the strait’s control after exchanging strikes in the region overnight and on Monday.

The US said it carried out strikes against military targets in Iran, targeting air defence systems, coastal radars, and missile and drone sites. Iran said it responded by striking US military bases in Kuwait, Jordan and Bahrain, and radars in Oman.

New explosions near Iranian port cities, says state media | BBC News

Explosions have been heard near two Iranian port cities, Bandar Abbas and Bushehr, state media has reported.

It comes after another night of strikes between the US and Iran, with Iran’s Islamic Revolutionary Guard Corps saying it hit two UAE tankers in the Strait of Hormuz and targeted US facilities in Jordan and Bahrain.

The UAE called the attack “brazen”, adding that an Indian crew member was killed and eight others were injured.

Meanwhile, the US military says it completed strikes on targets aimed at degrading “Iran’s ability to attack commercial shipping” – Iranian state media reports three people were killed.

US launches more strikes on Iran and resumes naval blockade of ports | BBC News

The US military said it was carrying out a new wave of strikes on targets in Iran. It said the aim of the attacks was to degrade Iran’s ability to attack shipping in the strait of Hormuz. It came ass the US Navy resumed its blockade of Iran’s ports.

Iran said that control of the strait of Hormuz was required for its national security and it will exercise sovereignty over the key shipping lane, whatever the cost.

President Trump announced that he was scrapping a plan he had announced a day earlier, for placing a 20% toll or tariff on all cargos passing through the strait of Hormuz.
