   Each house in an average middle class suburb has ten foot high walls surrounding their properties, electrified fencing above, motion detectors inside the home and in the garden, steel burglar bars on the windows, panic buttons, a private security patrol on each street, and a private armed security on call. Should there be a home invasion, no one calls the police.

   A fundamental problem is that SA's minister of police has no training as a police officer – not even one day's training – and only has a junior school teaching diploma. Further, the police, prison services and judiciary are notoriously corrupt, with few arrests and convictions for murder.
