Some 370,000 people have also been evacuated from Guangdong province in southern China ahead of what is this year’s strongest storm.
Ragasa barrelled through parts of the Philippines’s northern provinces on Monday, forcing thousands to evacuate their homes.
China’s meteorological agency has called it the “King of Storms”, and Ragasa is expected to move towards northern Vietnam in the coming days, potentially affecting millions of people.

Battle in the Black Sea – Russia and Ukraine intensify attacks on shipping | BBC News
Russia has been ramping up its efforts to strangle Ukraine’s commercial links to the outside world, by launching waves of attacks along the country’s Black Sea coastline.
While there have been Russian attacks on international vessels before, they’ve never been so numerous or so deadly. Ukraine’s port administration says there were 57 Russian attacks on civilian vessels last month. Ukraine’s once bustling ports – such as Odesa, Chornomorsk, and Pivdennyi – are almost devoid of ships.
Ukraine is also targeting shipping in the war, with recent, highly successful attacks on Russian vessels, including sanctioned tankers carrying oil, as well as ships involved in carrying supplies to Russian-occupied Crimea.
Using its own drones, Ukraine has struck around 200 Russian vessels, bringing traffic in the strategic Sea of Azov to a virtual standstill.

Iran says it has agreed shipping route with Oman, as Trump continues military threats | BBC News
Iran says it has agreed a shipping route with Oman in the Strait of Hormuz that could pave the way for the vital waterway to reopen.
It follows more military threats from US President Donald Trump, if Iran doesn’t agree to a deal for free passage.
Meanwhile, Yemen’s Houthi rebels say they have attacked a Saudi oil tanker in the Red Sea, while Israel has conducted strikes in southern Lebanon, accusing Hezbollah of violating the ceasefire.
And inside Iran, the UN say 56 people have been executed since mid-March on charges relating to national security.
