The final three volumes cover the period the Nihongi’s compilers knew best, cared about most, and built the entire chronicle toward. This is the story of the state that commissioned the text.

Emperor Temmu won the Jinshin War of 672 by marching east from Yoshino, raising armies from the provinces, and defeating his nephew in a civil conflict that the Nihongi narrates with more detail and more military specificity than any other event in the chronicle. He then spent fourteen years building the state: codifying law, systematizing court ranks, promoting Buddhism as a state religion, reorganizing the military, and commissioning the historical projects — including the Kojiki and eventually the Nihongi itself — that would give his dynasty a sacred past to stand on. His reign is the pivot of the entire thirty-volume chronicle. Empress Jitō completed what he began — the Asuka Kiyomihara Code, the construction of Fujiwara-kyō, the final consolidation of the ritsuryo apparatus. The Nihongi ends with her reign, the chronicle catching up to its own moment of production.
