Something in between those two solutions would be best. A % cap on mortgage rate increases of, say, 6% plus making it very difficult for banks to foreclose on home owners. Possibly the ability to take your mortgage from home to home and an agreement to lengthen or shorten the years of the term depending on income without additional penalties. There is no reason a mortgage cannot become a savings policy towards retirement and/or elderly care or even be transferred to children to help them buy their first home.
Banks will have to stop sleeping and come up with encouraging people to invest and save for themselves rather than wallow on other taxpayers. The government is best kept out of people's private lives.

Why are they not discussing the ridiculous rises in buying a house? I'm no expert but I was just looking up, in the mid 1980's the average borrowing for a morgage was just over twice income. Last year it was almost 7 times income. Surely this is what needs to change? It might be possibly to have a 14% interest rate when borrowing is double one annual income but not when it's 7 times!! I also think cutting up houses to make 'flats' should be monitored more closely- again this type of behaviour is surely only going to massively increase the prices of full houses??
