The authorized sites issue is unfortunately a bit of a chicken and egg problem. The generally slated reason why the numbers have gone down is because they are almost universally opposed by the local population due to the reputation of a minority of travellers, new sites can't be opened and existing sites with poor reputations are pressured to close. It's going to be a difficult one to solve, until people have enough trust that a local campsite will not be a hotbed of violence and criminality the problem will persist.
You do get a fair bit of hand wringing from the urban left, which is probably rather galling to those who live or have lived near troublesome campsites. Running roughshod over their concerns, or worse, accusing them of racism or similar, isn't the way to go about it.

I come from a family of Travellers who originally settled in Airdrie just outside of Glasgow. They moved from Ireland during the Great Famine from both Belfast and Kildare (two communities fused when they met in Belfast Harbour). I think the idea of making unauthorized encampments illegal and covered under trespassing is doing nothing to help anyone. By shifting the travellers on, forcing them to leave haste-fast and not giving them time to figure out where they're going is going to result in more homelessness and its also going to leave Farmers with a big mess to clean up. One that they likely wouldnt have if the government had locked up or forceably removed the travellers. I generally think a land reform bill like the Land Reform Act 2003 that was brought into force in 2005 in Scotland is a decent middle ground that benefits both the Traveller Community and Farmers. If travellers disfigure, harm the ecosystem of the land or otherwise damage the land, they are fined. If they are just there living there, minding their own business, they can stay.
